Why are commercial airliners not required to have available and use child safety seats?

Outside the box, I should have clarified my answer more, but think about it, even if child safety seats were brought on:
1) they are not allowed
2) they wouldnt be compatible with an airplane seat, as opposed to a car seat

I really dont care on the subject, but its interesting, because I thought there was some flight safety issue or other scientific explanation.

For them and then pass the ticket holders honestly dont have children so they should bring their own.
The parents choose to have kids so why should pay higher ticket price.
